1. About CircularHub
CircularHub (“we”, “our”) is an independent service that aggregates publicly available education department circulars, notifications, gazettes, and court orders affecting Indian educational institutions into a single searchable archive. We are NOT a government website and are not affiliated with any state education department, the Ministry of Education, CBSE, ICSE, any examination board, or any court. Original documents come from official department sources, gazette publications, and court websites; they are republished here for the convenience of educational institutions.
2. Eligibility & account
CircularHub is intended for educational institutions in India: schools, colleges, universities, and coaching institutions. By creating an account, you confirm that you are authorised to act on behalf of the institution you list. One account is provided per institution. Sharing account credentials within your institution is permitted; sharing outside the institution is not.
3. Access & payment
Sign-up is free. Browsing the archive (titles, metadata, OCR-extracted body text, snippets, thumbnails) is free. Each institution's first PDF download is free. Subsequent PDF downloads are billed per file at the rate shown in the Razorpay payment popup at the moment of download. Once a PDF has been paid for, the institution retains permanent access to that file and can re-download it without further charge. There are no subscriptions, no recurring charges, and no annual renewals. Payments are processed through Razorpay (UPI / card / netbanking); we do not store card details. Some institutions hold legacy lifetime grants from an earlier model — those continue to provide unlimited access to those institutions.
Access activates when an admin confirms your UTR (typically within one working day). “Lifetime” means for as long as we operate the service. Refund eligibility is described in our Refund Policy.
4. Acceptable use
You agree not to:
- Resell, redistribute, or commercialise circulars obtained through CircularHub
- Misrepresent your institution's identity
- Attempt to bypass authentication, rate limits, or other access controls
- Use automated tools to scrape the service at volumes inconsistent with normal browsing
Office staff at your institution may share circular content with parents, students, and other staff as part of routine institutional communication.
5. Content & accuracy — documents are provided AS-IS
All documents on CircularHub are uploaded as-is from the source we obtained them from. We do not edit, redact, re-type, or alter them. We make reasonable efforts to keep the catalogue current, but we do not certify the authenticity, originality, currency, or completeness of any document and we cannot guarantee that a document has not been superseded, withdrawn, stayed, or modified after we indexed it.
Before using any document for an official, academic, financial, legal, audit, or compliance purpose, you must independently cross-check the document against the original issuing authority — the department portal, gazette publication, or court website that originally issued it. We are not liable for any decision, action, omission, loss, or liability resulting from reliance on content shown on this service. See our Disclaimer for the full statement.
6. Service availability
CircularHub is provided on a best-effort basis. We may modify, suspend, or discontinue the service at any time, with reasonable notice for paying subscribers.
7. Privacy
Our handling of your institutional and personal data is described in our Privacy Policy.
8. Termination
You may close your account at any time by contacting us. We may terminate accounts that breach these terms. Closing an account stops further data collection; refund eligibility for prior payments is governed by our Refund Policy.
9. Limitation of liability
To the extent permitted by law, our total aggregate liability arising out of or relating to your use of CircularHub shall not exceed the total amount paid by your institution to us in the twelve months preceding the claim. We are not liable for indirect, incidental, or consequential damages.
10. Governing law
These terms are governed by the laws of India. Disputes shall be subject to the exclusive jurisdiction of courts in Bengaluru, Karnataka.
11. Changes
We may update these terms; material changes will be communicated to subscribers by email. Continued use after the effective date of an update constitutes acceptance.
